This contribution seeks to delineate the evolution of the advisory functions of the Court of Auditors, as mandated by Law No. 1 of 2026, in relation to the ongoing modifications of the Court's constitutional role. While the Constitution does not explicitly reference the advisory roles of the Court of Auditors, this analysis seeks to elucidate the numerous constitutional bases that underpin the Court's historically performed advisory functions, as well as the constraints faced by the legislator in assigning new functions not provided for in the Constitution.
