This article analyses the European central system for the electronic transmission and exchange of information regarding waste shipments, which has been established by Regulation (EU) 2024/1157 and is governed at the technical level by Implementing Regulation (EU) 2025/1290. The analysis begins with the circular economy paradigm in its weaker conception, within which this reform is situated, before tracing the evolution of the regulatory framework that governs the communication processes related to waste shipments. The article further examines the structure of the central system, its functions, and the interoperability requirements with other European digital systems at a horizontal level, as well as the relationship with national systems at a vertical level. The conclusions underscore how digitalisation aids in reducing administrative burdens for operators and enhances the transparency of waste flows, while not impacting the structural dynamics of the productive model. Additionally, they point out the potential risk of implementation fragmentation, which may depend on the member states' ability to adapt to the new technical and organisational frameworks.
