The article reports on a specific situation that arose in 2025, when almost all of the Port System Authorities were placed under the administration of the Minister of Transport, pending the opinion of the parliamentary committees on the appointment of their presidents. The peculiarity is that the commissioners temporarily appointed by the Minister correspond to the designated presidents. The analysis provides an opportunity for some more general considerations on the lack of consistency between the Ports governance and the general structure of the Government’s collegial powers.
