The contribution aims to analyse the digital transformation of land management in the Italian legal system with regard to the effectiveness of the right to good national and European administration. It examines the necessary interoperability of strategic territorial data for the integrated administrative management of territories, with particular attention to recent European and national regulations, procedural constraints and standards for the planning and implementation of territorial policies. It outlines the innovative legal perspectives of City Information Modelling (CIM) and the re-engineering of digital construction procedures, particularly the building permit.
