The paper analyses the evolution of administrative cooperation as an instrument for strengthening the administrative capacity of Member States, through the exchange of information, public officials, and common training, to be implemented today necessarily on digital platforms for a good digital administration of the European Union. The European Groupings of Territorial Cooperation (EGTCs) are analysed among administrations and public entities for the realisation of cross-border projects and services of common interest. The continuity with forms of cooperation and organisational models going back to nineteenth-century legal experience is highlighted in network systems, where artificial intelligence makes it possible to increase capacities and knowledge, fostering innovation and digital experimentation. This evolution leads to the establishment of European Data Spaces, which enable advanced digital cooperation through interoperability and the sharing of sectoral data in strategic areas such as healthcare—utilizing primary and secondary data for care and research—and public procurement, which employs e-procurement platforms to promote integrity and digital trust in achieving the result of good administration.
